The command -- [two minus signs] tells jiscmail's server to stop processing your message at that point - it will prevent any attempt at processing e.g. your signature.
You will receive an e-mail asking you to confirm your membership of the list.
You may leave at any time by sending an e-mail message to email@example.com saying
Full user instructions are available from Jiscmail where Jiscmail's policies are described.
Note: users whose addresses fail, or whose delivery mailboxes refuse to accept messages are eventually removed from the webjcli-news list, and since ex hypothesi we can't reach you by e-mail, you won't know this has happened. You can re-join.
